A Fortune 500 U.S. insurer relied on a 30+ year-old mainframe for retirement product enrollment and participant onboarding. Rising platform costs, complex dependencies, and slow-release cycles made innovation and regulatory changes increasingly expensive, while limiting digital participant experiences. LTM worked with business and IT teams to define the target state, then led the architecture, application re-engineering, and data migration. The resulting AWS cloud-native platform reduced OpEx by 90%, lowered TCO by 40–50%, improved availability and processing speed, and enabled more scalable, mobile-enabled retirement experiences.

Our Client

The client is a Fortune 500 U.S. insurance leader offering retirement products and services. Its legacy platform supported critical retirement product enrollment and participant onboarding for payroll processing. Business and IT leaders faced high platform costs, lengthy release cycles, and increasing complexity. These constraints made innovation and regulatory change more expensive while limiting the insurer’s ability to deliver modern digital experiences to participants.

Challenges

The retirement platform had accumulated more than three decades of technical debt across multiple mainframes and legacy technologies. This created challenges for both business and IT leadership:

  • High cost of operation: Legacy infrastructure, licensing, maintenance, and manual support drove increasing OpEx and CapEx.
  • Slow business change: Complex dependencies made product enhancements and regulatory changes expensive and time-consuming.
  • Aging technology: COBOL, RPG, JCL, VSAM, and legacy databases limited scalability and modernization flexibility.
  • Service reliability concerns: Frequent outages affected platform availability and the participant experience.
  • Limited release agility: The absence of modern CI/CD and automated monitoring slowed application delivery.
  • Constrained digital experience: Legacy architecture limited the ability to introduce simpler, mobile-enabled participant tools. 

The insurer needed to modernize without disrupting critical retirement operations or compromising data integrity, security, and compliance. This made AWS mainframe modernization a critical part of the transformation strategy.

LTM Solution

LTM worked with the insurer’s business and IT teams to define the target state, then led the architecture, application re-engineering, and data migration. The client reviewed and approved the designs and transformed components throughout the program. The transformation replaced tightly coupled legacy components with a cloud-native AWS architecture built for scalability, resilience, and faster change. It also provided a structured approach to AWS mainframe modernization, allowing the insurer to modernize core workloads while maintaining operational continuity.

  • Application modernization: LTM reverse-engineered COBOL, RPG, JCL, and CICS workloads, captured business rules with subject matter experts, and re-engineered applications for AWS-native services.
  • Data modernization: VSAM and legacy files were migrated to Amazon Aurora PostgreSQL and Amazon S3, creating a scalable data foundation.
  • Cloud-native architecture: Amazon EKS, ECS/Fargate, Lambda, API Gateway, EventBridge, SQS/SNS, and other AWS mainframe modernization services enabled loosely coupled, scalable processing.
  • Serverless-first design: Lambda, Glue, and Aurora supported pay-as-you-use consumption and reduced infrastructure overhead.
  • Modern DevOps: Automated CI/CD pipelines and reusable AWS CDK patterns accelerated releases and improved delivery consistency.
  • Digital experience modernization: A simplified, mobile-enabled UI/UX with ADA compliance improved accessibility for participants.
  • Governance and resilience: AWS Cloud Adoption Framework principles strengthened security, governance, operations, scalability, and availability.

Together, these changes shifted the platform from a costly legacy dependency to a flexible digital foundation. The insurer could now respond faster to business and regulatory needs while supporting more scalable participant experiences.
