Outcreating Insurance Operations with AWS Modernization for a Fortune 500 U.S. Insurer

A Fortune 500 U.S. insurance leader faced rising infrastructure and licensing costs across its on-premises Pivotal Cloud Foundry (PCF) environment. Frequent downtime, limited deployment automation, and aging infrastructure constrained business and technology teams, slowing product change and digital service improvements. LTM transformed the environment through cloud modernization for insurance, rebuilding the application and data estate on AWS and replacing costly legacy dependencies with a scalable cloud operating model. The transformation reduced operational expenses by 51%, lowered licensing and hosting costs by 30%, improved application performance by 70%, and reduced unplanned downtime by 94%, while enabling faster policy quoting and more responsive policyholder experiences.

New Roads to Value

LTM moved the insurer from a costly, maintenance-heavy technology environment to a cloud-native operating model. Through AWS cloud modernization, we automated delivery and transformed data services improved reliability and release velocity, enabling faster insurance processes and more responsive digital experiences.

Our Client

The client is a Fortune 500 U.S. provider of property and casualty insurance and financial services, serving individuals and businesses across domestic and international markets. Its portfolio spans home, auto, liability, and business insurance. Business and technology leaders needed to reduce infrastructure costs while improving reliability and delivery speed for policyholders, underwriters, and actuaries.

Challenges

The insurer's on-premises environment created growing cost and operational pressures for both business and technology leaders.

  • High infrastructure costs: PCF licensing, datacenter expenses, and maintenance overhead increased the cost of running critical applications.
  • Unreliable customer-facing applications: Frequent downtime and low availability affected service continuity and digital policyholder experiences.
  • Slow delivery: The absence of an integrated CI/CD ecosystem made application changes slower and more resource intensive.
  • Manual operations: Limited monitoring and deployment automation increased intervention and operational efforts.
  • Legacy data constraints: On-premises databases and file systems limited scalability and complicated modernization.
  • Slower insurance innovation: Legacy constraints made it harder to introduce new rating models, improve policy quoting, and provide timely analytics to underwriting teams.

The insurer needed to modernize its technology estate without compromising application performance, data integrity, or business continuity.

LTM Solution

LTM worked with the insurer to modernize its application and data estate on AWS, connecting infrastructure transformation with improvements across insurance operations and customer experience. The cloud modernization for insurance approach combined application migration, data modernization, performance engineering, and delivery automation to create a more resilient operating model.

  • Application modernization: Migrated business-layer applications from PCF to Amazon EKS, improving scalability and resilience while eliminating PCF licensing costs.
  • Frontend modernization: Moved applications to AWS EKS and Amazon S3, with Amazon CloudFront improving content delivery and response times for digital users.
  • Data modernization: Migrated NAS files to Amazon S3 and transitioned SQL Server and Oracle databases to Amazon Aurora using AWS Schema Conversion Tool (SCT) and Database Migration Service (DMS).
  • Performance engineering: Refactored applications to improve client-side state management and responsiveness.
  • DevOps automation: Implemented Jenkins, ArgoCD, and Helm-based CI/CD pipelines to reduce manual intervention and accelerate releases.
  • Insurance process modernization: Applied AWS Migration Acceleration Program (MAP) capabilities to modernize applications and accelerate policy quoting.
  • AI-enabled decision support: Used Generative AI powered by Amazon Bedrock to provide near-real-time analytics for underwriters and actuaries and accelerate access to loss information.

Together, these changes shifted the insurer from infrastructure-led operations to a cloud-native, automated, and innovation-ready model. The AWS cloud modernization foundation gave business teams greater flexibility to respond to market needs and regulatory changes.

Business Outcomes

The transformation improved the economics, reliability, and responsiveness of the insurer's technology environment while strengthening core insurance processes.

  • 30% lower licensing and hosting costs: Reduced expenses associated with legacy infrastructure and PCF.
  • 51% lower operational expenses: Improved the cost efficiency of running and maintaining applications.
  • 70% higher application performance: Delivered faster and more responsive services.
  • 20% less manual intervention: Automated deployment and delivery workflows.
  • 94% reduction in unplanned downtime: Zero-touch deployments improved service reliability.
  • 67% lower transformation costs: Reduced the cost of modernizing targeted workloads.
  • 50% faster policy quoting: Accelerated underwriting workflows and improved responsiveness.
  • 6% increase in business insurance revenue: Near-real-time analytics supported faster, more informed underwriting decisions.
  • Better policyholder experiences: Low-latency interfaces and faster access to loss information improved digital service delivery.

Conclusion

LTM helped the insurer turn infrastructure modernization into a broader transformation of how insurance services are delivered and improved. The AWS foundation gives technology and business teams greater freedom to evolve applications, while faster quoting, responsive interfaces, and intelligent analytics strengthen the experience for policyholders and underwriting teams. As insurance products, regulatory requirements, and customer expectations continue to evolve, the modernized platform provides a foundation for introducing new capabilities without recreating the cost and complexity of the legacy environment.
